Communities Change
Communities change over time. They grow bigger as
more people enter the community, either by joining it
or by being born into it. Sometimes the government
forces changes onto the community. Sometimes the
community in uences the changes needed.
Whether the change is caused by the government or by
the community itself, it should be done when needed
for the welfare of the people.
As communities vary in size and type, governments vary
as well.
